US AIRWAYS (NEW) UNIFORMS FOR MESA

I was on a Mesa flight today and noticed that the FA were not wearing the new uniforms. I was under the impression most express carriers went with the new uniform last year. Why is Mesa not doing this? Can Mesa not afford to pay Twin Hill ?
 
Only Airways and the two Express subsidiaries (Piedmont and PSA) wear the US uniform and wings. Contract Express carriers don't. Air Wisconsin has it's own uniform, Republic has it's own that's similar to the old US one. Mesa is also a contract carrier so they either have their own or wear the old one with Mesa wings. Only the three US Airways Group airlines wear the US Airways uniform.
 
Mesa uses the old Express uniforms because that's what they have in stock, and Airways may not require they wear it.

I know that they were to phase out the HPX uniforms and most are wearing the former USX uniform (very few differences with pre-merger US FA's).
