The consolodation of Richmond, Andrews AFB, BWI, Dulles and Reagan National into one complete integrated ATC facility has provided efficiencies above and beyond what was initially predicted.
Now, the early stages of a redesign of the PHL/NY airspaces is under way. One alternative is to consolidate the two, which could provide similar benefits that WAS air traffic gained.
There are 4 total alternatives:
1.) Do nothing
2.) Route EWR traffic out over ocean before turning back to placate the noise concerns of the New Jersey Citizens Against Aircraft Noise (NJCAAN).
3.) Modification of Westbound routes to permit better flow of traffic in/out of PHL/NY airports.
4.) Consolidation of NY/PHL operations by maintaining seperate facilities or integrating into one.
At the outset, I would think that #1 and #2 are the least likely outcomes.
