Safety Pilot in IMC

Is it legal for a non instrument rated student to log actual IMC time with a safety pilot who is Instrument rated? I am an instrument student pilot, and I went flying on an IFR flight plan in actual imc weather with a pilot who is instrument rated. Im I allowed to log PIC and actual Instrument time?
 
No if you do not have your instrument license you cannot log that as IMC time, even though the pilot you were with was instrument rated. The only way you could log that time is if he was also a CFII

As a non instrument rated student you are not allowed to log IMC time even if you are accompanied by a Pilot who is instrument rated.
