Question About Filling Eo Vacancies?

Does anyone know the answer to this...I read the contract and it states very clearly if you are a furloughed employee and you get called back to an EO position you start at the bottom of the pay scale. If you are an active employee and get an EO vacancy do you keep your pay or go to the bottom of the pay scale???????? The contract is not clear on this and I cannot seem to find the answer!

Anyone who fills an EO opening starts over in pay. You can still bid non-EO positions and regain your pay. It has not been decided how replacing CSS's EO-ing will be handled
