DOT yanked two DCA FL slots owing to FL's inability to use them. they will be reassigned after an application process.

If that's the actual docket number this happend in 2000 because the first four digits are the year of action taken.

Those dockets sometimes go on for years and years. If I'm not mistaken they have everything for this DCA slot exemption program since 2000 in this same docket.
 
I think he means that the DOT gives slot exemptions to the LCCs over other airlines, merits of the applications be damned.

There was a recent slot giveaway for 2 DCA slots. Comair applied for JAN, a community with no DCA service. Northwest applied for DSM, a community with no DCA service. Spirit applied for MYR, a community with nonstop DCA service on US Airways, and with LOWFARE DCA service on US Airways with GoFares. Guess who got the slots?

Or how about the outside perimeter slots? America West now has 8! That's a third of all of the outside perimeter slots! Frontier has 6! That's a quarter of them! How many does US Airways have? ZERO.

AirTran just got too damn greedy for its own good. It wasn't satisfied always being given favors, and it just finally went too far. Like totally frivolous filings like Dockets 15925 and 18586. And this one, where it just out and out broke the rules and dared the DOT to do something about it, because AirTran was a mighty LCC.
