Interesting that the article says that airlines not currently flying from DCA will get special consideration in awarding the slot. That would rule out AA, U, DL, and UA.
 
Lets see what the DOT has done lately... awarded Sprit and Airtran slots at DCA.

Hmmm, i'd be surprised if they award US slots for DCA-SFO.

Saw a quick blurb in USA Today that Aloha (yes ALOHA) was wanting one of the slots. They must be looking at getting bigger equipment too.
