There is no change fee, but as the long tagline says, there is a fare difference to be paid. That fare difference can be hundreds of dollars, and your average traveler will not be happy with that. If people think “no change fees,” then they don’t usually separate out the fees versus the fare difference. They’re instead get it stuck in their heads that there are no additional costs to change. And that’s not true.
 
There is really nothing new here... if you have an advance purchase ticket on Southwest and want to make a last-minute change, you would simply pay the difference in fare from the old ticket to the new ticket; you would NOT pay an additional fee just for the sake of changing the ticket. Let's not forget that the carriers who charge a "change fee" usually impart this along with the difference in fare (i.e., if you want to change from a ticket that originally cost $200 to a ticket that now costs $500, I guarantee that you're not just paying $75 to change that ticket).

It really isn't hard to follow or understand; this is basically just some writer trying to prey upon the fears of inexperienced travelers. Nothing to see here...
