OWEGO -- The contract award is still two months away, yet Lockheed Martin Systems Integration is applying to the Tioga County Industrial Development Agency for tax breaks on new construction of a hangar if the company wins a multibillion-dollar contract for a new fleet of Air Force search-and-rescue helicopters.
