this wasn't really in doubt.. DL is the largest private employer in GA.
if GA didn't continue the break, it would result in DL moving capacity elsewhere and taking hundreds of milliions if not billions of dollars w/ it....DL now has multiple large hubs such that ATL is not the end all it once was.
