This A+ class is offered by Goodwill of Tulsa.
 
Being in the IT industry I know of many people that got their start with an A+ cert. This cert would probably only get you about a $12-15 an hour job working helpdesk to start but, even helpdesk or can turn into a pretty lucrative career with experience (I saw a few for 25 an hour before writing this post). The A+ can also open doors (through hard work!!!) to IT specialties that pay much more. Smart people reinvest in further education when they start climbing the skills ladder. 
 
What's your point?
 
Why not look into how many of those jobs have over 500 applicants? How many are hired over the age of 50?
 
There was a great article on linked in regarding this man named Jose Thomas who didn't get ONE interview despite an impressive resume in his field until he changed ONE letter on his resume. He dropped the "S" from his first name and became Joe Thomas and generated several job offers within weeks (IIRC)
 
Good socialists like you seem to have all the answers.

At $10.75 per hour the imaginary "Tamika" with 4 (or now 5) still would not escape the government funded social safety net. In fact at that rate I, a single white male would qualify (barely) for an EBT card.
 
Also, generally speaking companies that will train you, will also pay you less than market rates for your work. It's a trade off and often a good one to make.
 
There are a lot of reasons we have managed to create a permanent underclass and most of those reasons are government related. However to single out and blame Tamika totally for her situation is both insensitive and inaccurate.
 
We've traded out manufacturing for a services economy by encouraging everyone to go to college vs. encouraging trades.

That came at a price. Now we're paying it.

Yeah, the government totally made her pop out kids she could not afford. They put a gun to her head right?
