I did it, two months after I was furloughed. Getting married or partnered, divorced, having or adopting children, and death are considered life events that you dont need to be "active" to let the company know about and add/delete. You may have to talk to a few people but that is the policy- you just have to send them the appropriate paperwork. usfliboi, you should call back and be persistent. Make sure you're talking to someone who knows the benefits well (for example, knows the difference between a domestic partner and a registered companion).
I'm not quite sure about registered companion (edited above post), come to think of it I dont know if furloughees are eligible for that- probably not.

Your best bet is now, while your still active, to fill out your paperwork to drop your domestic partner. You're supposed to do it within 30 days of the relationship ending- this can be done at any time. There is a six month waiting period to add another DP- I'm not sure if this applies to RC or not. I'll find out if a furloughee can have one or not.
