DOVER -- At first sight, the Manchester Square housing complex just a few minutes from U.S. 13 seems peaceful and quiet. The only noise in the open grassy area around the 83-unit complex comes from the occasional roar of a C-5 cargo plane or helicopters from the Air Force base.
