No Delta will no be shrinking EWR by half.  They are talking about slots. not actually flights.
also, Delta has unused slots at EWR.  
Delta is ranked 3rd at EWR after United and American.

So How Long can unused slots go dormant before having to be turned over?

Pretty sure the NYC airport has the 80/20 rule. So use 80% sit on 20% (max) 
 
But other than that it is probably 30-90 days. 
 
 
Also my understanding is DL has some slots leased out to United and those are a part of the deal.
