Boeing Agrees to pay $12 million fine to FAA to settle safety issue

This is way outside my sphere of knowledge and expertise.   I'm not even sure I understand the article except for the $12 million fine part.  Anyone care to enlighten me?  Is this serious or just another case of the FAA knowing that $12 million is chump change to Boeing, and that they would pay it rather than have any more publicity about the issue?
