Another Pay Raise for non-union Employees

Why can't the company get the people responsible for getting the passengers to their destinations completed contracts? The UNION MEMBERS OF US AIRWAYS? NO Raise = NO Profits!!!!!
NO Raise = NO completed Merger!!!!!!!!

GENERAL INCREASE FOR NON-CONTRACT NON-MANAGEMENT EMPLOYEES
A three percent general increase has been approved for non-contract, non-management employees. This increase program will cover pre-merger America West employees in grades 22 and below, and pre-merger US Airways employees on the Administrative Salary Plan, grades 3 through 8. These grades correspond to Grades 110 and below on the integrated salary structure. The program will run from April 1, 2007 through March 31, 2008. The increases will automatically go into effect at the start of the pay period after each employee’s anniversary date.
