Restructuring of the Present Constitution Regarding the National Office

A Proposal for Change

Due to our meteoric growth, the AMFA must amend its present Constitution to meet the changes and challenges of the 21st century within the airline industry. The AMFA has outgrown the era that allowed the Association to be 'run by committee.' The National Director must be the individual held responsible for decisions and actions, rather than the entire National Executive Council, and I propose that the National Director take a more direct leadership role in the operation of the Association. We cannot wait another four years to implement these changes. Improvements must be accomplished at the National Constitution Convention, which convenes May 3, 2004. The current Constitution was adopted in the 1960s, and restructuring improvements must be implemented in the 2004 Constitution. I have assembled those changes that I believe are necessary on the pages of this web site.


The National Executive Council will consist of 8 Membership Directors, one elected from each airline. They will be the policy makers. They will be part time and eventually, depending upon their workload, certain membership directors may become full time. The National Officers will consist of the National Director, two Assistant National Directors, one Secretary/Treasurer combined, and a Safety and Standards Director. The five elected officers will run the day to day business and enact policy from the Membership Directors.

To enhance participation and democracy, I believe members at all airlines must elect officers and participate in decision making of the national office. The proposals below were formulated to achieve that goal.

Why the Proposed Changes are Necessary


We presently represent Mechanics and Related at 8 carriers. The workload for one Assistant National Director has become excessive, therefore I propose we increase the number to two.

As is common in many other unions, I propose to combine the office of National Secretary with National Treasurer. This consolidation will save National over $100,000 per year.

The rapid growth of the AMFA has made an impact on the offices of the 3 Regional Directors, and these positions are now overburdened. Therefore, I propose to remove the three Regional Director offices and establish an Airline Contract Administration Coordinator (ACAC) at each airline. These representatives, in concert with the two Assistant National Directors, Membership Directors, and Coordinators will increase representation and assistance available for AMFA Locals and AMFA members.

I adamantly oppose any national officer directing the National Convention. I believe that it is a conflict of interest. An outside professional parliamentarian should be hired to chair the convention. NEC officers should be present in the audience to respond to questions that may be asked by the Delegates and/or Rules Committee.
In order to offer equal representation to all AMFA members, we can no longer be a one airline national office. These are my ideas for immediate change, they are not 'chisled in stone,' and I welcome all constructive criticism and comments. Read carefully the concept, It mirrors other Unions and gives more power to the National Director, It's designed to take additional power from the members which they had little to begin with, What does it matter, all they do is cancel the convention if it does not go delle's way..

National Officers enact policy set by the National Executive Council and will be responsible for the daily administration of the AMFA

The following positions will be considered National Officers:
National Director
Two Assistant National Directors
Secretary/Treasurer (combine Article II - Sections 3 and 4, delete Article II - Section 5)
Safety and Standards Director
Deleted Article II - Section 7 (Regional Directors)

Assistant National Directors
Two elected at large from entire AMFA population
Cannot be from same airline or maintenance company
In the absence of the National Director, he shall appoint one of the Assistant National Directors to act on his behalf.
In the National Director is incapacitated, the National Executive Council, by majority vote, shall appoint an Assistant National Director to perform the duties of the National Director
Remainder of current Constitutional language remains unchanged except change duties assigned by NEC to duties assigned by National Director


Guess what the other Unions musy not be doing to bad since amfa has designed the changes proposed to mirror Us!!!!! Guess what amfa is taking full control from the members totally. That is Interesting it sounds like a dictator to me!!!!!

Not quite. Members get to vote for the National Director. The National Director is directly accountable to the members.

Members do not get to vote for Sonny Hall or Jim Little but they have complete control over our contract.


All this proves is that AMFA is capable of evolving, unlike the TWU. Look at the TWU 2001 Convention minutes. Sonny squashed all motions for Democratic reform. The members were never given the opportunity to vote and the delegate vote was conducted by "voice", with Sonny determining who was louder with no means of verification. When challenged Sonnys response was "Well, if you get up here, then you can decide the day you get here." (pg 9)
 
The proposal, you have to be joking? Right? The new chart does not even reference the Members. I was under the impression the Members were the supreme authority, If you read closely you will see power being removed from the locals also.

TWUER, You are correct, I do understand their is a riff forming at United.

And the proposed changes may be designed to stop United Mechanics from changing the Constitution at the local level.

Let us pray the CIO and the rest of his TEAAM TWU GLEAAMERS will see the futility of their weak efforts to stem the AMFA tide...We pray that CIO come out of his Kool Aide induced stuppor... stop is attempts to deceit and point out that UNLIKE the Totally Worthless Union, AMFA National officers will still be elected by the membership...these things we pray...Amen...
