PPBM - International flights

Dear all, I am looking to finding what CFR or other documentation covers the application of PPBM (positive passenger bag match) in international flights.
I understand everything to do with security at airports should remain confidential. I do not want specifics regarding security. Just if it is mandatory in international flights and where it is mandated.

Wouldn't necessarily be in a CFR, especially since security is apparently not based on Common sense, much less based on law. If it were law, it would be challenged in court.

We used to follow the ACSSP, or Air Carrier Standard Security Plan, which comprised all the applicable security directives issued by FAA. Now, TSA runs the game and has it's own version of a security manual with directives to be followed.
